They'll just get swiped again. I used to work in a library, and gaming stuff was notorious for getting stolen (or borrowed and returned, which amounts to much the same thing).

More seriously, I'd guess it's because they're hobby reference books that are useable in and of themselves. Swiping a book on mountaineering or cycling won't do you much good without the appropriate expensive equipment, but with RPGs the books themselves are the expensive equipment.
